Arlene Maycumber: You Do Not have to have a Drivers License to own a Car/Truck. However you do have to be able to prove that you are the owner (Valid State ID Card) of the vehicle (Title) and you do have to have Valid Insurance own the car/truck and they will issue you your new Tag and give your the receipt that is your Registration Slip.
