Vida Miss: Most boats of this age, have the same kind of problems. The 700 hours is misleading. It's the engine/drive that is the major value in the price. Older engines, may or may not have a cooling system, in boats we call it fresh water cooled". These use Antifreeze like a car. The Exhaust system, manifolds and Risers should be replaced. And the Engines life expectancy is 10-12 yr, or so. So, if everything was well maintained you might have a good buy, but I'd have a really good mechanic go over everything closely.
